Consulting firms have a specific proposal problem. Every engagement is bespoke, the fee is a mix of rate cards, phases, milestones and retainers, and a partner has to approve it before it goes out. Most proposal software was built for sales teams sending many similar documents. This roundup ranks six tools for consulting firms of about 10 to 500 staff.
A note on who wrote this. Feebeaver is our product, and it is ranked first. We have tried to be plain about where it is weaker, and every competitor claim is read from the vendor's published pages on November 2, 2026. If you work at one of these vendors and something is wrong, tell us.
How we ranked them
- Fee logic. Can the tool express a rate card, a retainer, a milestone schedule and a cap without workarounds?
- Approvals. Are approval workflows included, on which plan, and what does an approver cost?
- Document fidelity. Does the PDF match the editor?
- Breadth. E-signature, CRM integration, analytics, API.
- Price for a firm with five writers and three approvers.

How to choose
Take one real engagement proposal from last quarter and build it in two or three of these tools during their trials. Check whether the fee table expresses your actual fee structure, what it costs for a partner to approve, whether the exported PDF matches the editor, and what the plan with approvals costs for your whole team. See our comparison pages for the detail behind each line above.
